Ads based on our browsing history, geolocation, and personal information appear constantly on our social media feeds, news articles, and streaming platforms. As the authors of a\u00a0<a href=\"https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zydhuut-jhkldtildl-y\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zydhuut-jhkldtildl-y\/&amp;source=gmail&amp;ust=1668793586104000&amp;usg=AOvVaw0pU9iz2zMtv4F8_CWypGvG\">new report on the advertising surveillance industry<\/a>\u00a0put it: \u201cTargeted advertising is unavoidable for anyone who owns a smartphone or goes online.\u201d<br \/>\n<!--more--><\/p>\n<p>But targeted advertising isn\u2019t just confined to the web. Increasingly, it\u2019s also being used in traditional, physical forms of advertising.<\/p>\n<p><strong>Facial detection billboards<\/strong><\/p>\n<p>High-definition billboard screens beam advertisements to millions of people a day. They\u2019re in shopping centres, on public transport, and at major landmarks around the world. While they\u2019ve existed for years, some can now target specific sections of society by using technology that\u2019s more often associated with law enforcement agencies.<\/p>\n<p>Many digital billboards now have sophisticated built-in cameras that can monitor the public looking up at them. The technology is capable of analysing peoples\u2019 faces \u2013 inferring someone\u2019s age, sex, and supposedly even their emotional state \u2013 and deciding what ads to display.<\/p>\n<p>In one such example, Ocean Outdoor, a UK-based advertising company, boasted of using their car detection technology to deliver ads from Bermuda\u2019s tourist board to \u201cdrivers of prestige cars which are less than four years old and valued at more than \u00a340,000\u201d. It was recently removed from the company\u2019s website after researchers at Big Brother Watch included it in their new report, The Streets Are Watching You, although\u00a0<a href=\"https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zydhuut-jhkldtildl-j\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zydhuut-jhkldtildl-j\/&amp;source=gmail&amp;ust=1668793586104000&amp;usg=AOvVaw1P1CYLubRQEiRTvRIR1kah\">archived versions of the page exist<\/a>.<\/p>\n<p>Big Brother Watch found similar surveillance-enabled billboards in cities including London, Manchester, Belfast and Glasgow. Much like the facial recognition technology\u00a0<a href=\"https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zydhuut-jhkldtildl-t\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zydhuut-jhkldtildl-t\/&amp;source=gmail&amp;ust=1668793586104000&amp;usg=AOvVaw2ulstZDcEbzdhPMpORaaAg\">discussed last week<\/a>, these scanning tools are also likely to be prone to biases and inaccuracies.<\/p>\n<p>Researchers at Big Brother Watch argue that these billboards \u201cerode individuals\u2019 ability to go about their daily lives discreetly.\u201d Despite this, they\u2019ve been used to deliver ads from established charities, the armed forces, and public health organisations.<\/p>\n<p>&nbsp;<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table>\n<tbody>\n<tr>\n<td>\n<h3>Harvesting mobile data<\/h3>\n<p>&nbsp;<\/p>\n<p>Advertising companies are not just deploying facial detection tools to improve conversion rates. They\u2019re also buying huge amounts of data for programmatic advertising which can target hyper-specific sections of society, such as \u201cfood-loving, frequent eat-out diners\u201d or \u201c18-34-year old women who shop at high-street fashion brands.\u201d<\/p>\n<p>The data is sourced from millions of apps, as well as from mobile phone operators and data brokers, who amalgamate huge, varied streams of data to sell to their customers. According to Big Brother Watch\u2019s report, the German advertising company, AdSquare, collects spatial, movement and audience data to help improve physical programmatic advertising. This may include collecting anonymised data on where people are, where they\u2019ve been, and what their interests are.<\/p>\n<p>While the advertisements we see on billboards may be influenced by what we\u2019ve done online, the reverse can also be true. But while different laws regulate their use, many of the companies providing data to ad companies are also working with the police and military.<\/p>\n<p>In this way, the mass collection, analysis and sale of data from peoples\u2019 digital footprints not only serves to increase the invasive practice of targeted advertising, but also raises the risk of surveillance-enabled policing, which has repeatedly been shown to have discriminatory impacts.<\/p>\n<p>In a particularly disturbing event from 2020,\u00a0<a href=\"https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zydhuut-jhkldtildl-i\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zydhuut-jhkldtildl-i\/&amp;source=gmail&amp;ust=1668793586104000&amp;usg=AOvVaw1UAkY7DO5DD6fpbR3rJKXF\">reporters at VICE found<\/a>\u00a0that a Muslim prayer app was collecting and sending location data of its users to the US-based company, X-mode, which then sold the data to contractors, including the U.S. military. Last year, the company was rebranded as OutLogic.<\/p>\n<p>Law enforcement agencies and advertisers essentially want the same thing: more information about more people, all of the time.
