The tool is used by the police force to identify and monitor people suspected of being involved in gang-related crime.<br \/>\n<!--more--><\/p>\n<p>Black men made up almost 80% of those on the database, and yet the vast majority were considered to be \u201clow risk\u201d by the police. It\u2019s\u00a0<a href=\"https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-t\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-t\/&amp;source=gmail&amp;ust=1669724346629000&amp;usg=AOvVaw2QA_wh49jSX3GyBOnO5YfQ\">not entirely clear how someone ends up on the list<\/a>\u00a0but it\u2019s been proven to have real-world consequences, including increased risk of stop-and-search, as well as exclusion from education, housing and state benefits.<\/p>\n<p>A\u00a0<a href=\"https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-i\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-i\/&amp;source=gmail&amp;ust=1669724346629000&amp;usg=AOvVaw2rE8z9-AKXPEY9kSRe1S3y\">lawyer at Liberty said the Met\u2019s tool<\/a>\u00a0&#8220;is fuelled heavily by racist stereotypes, based on who people are friends with, who their family members are, where they live, and where they go.&#8221;\u00a0The organisation was acting on behalf of Awate Suleiman, a writer and musician who wanted to find out if he was included in the database. After two years, the Met finally confirmed he was not on the list.<\/p>\n<p>Even as the Met has committed to a complete redesign of the system, it continues to use a wide range of other predictive tools and invasive surveillance technologies. The music has long been criticised for being\u00a0<a href=\"https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-h\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-h\/&amp;source=gmail&amp;ust=1669724346629000&amp;usg=AOvVaw11gVfTWbIgGUNPq2nerbXB\">linked to gang violence<\/a>, with one Member of Parliament saying it \u201c<a href=\"https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-k\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-k\/&amp;source=gmail&amp;ust=1669724346629000&amp;usg=AOvVaw2j6IfPd0N36vbz7Xoqk7rT\">glamorises violence, stabbings and even murder.<\/a>\u201d<\/p>\n<p>It\u2019s impossible to know exactly how many young people have been monitored because of their involvement in the drill music scene but it\u2019s undoubtedly having an impact. Digga D, a musician from London, was\u00a0<a href=\"https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-u\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-u\/&amp;source=gmail&amp;ust=1669724346629000&amp;usg=AOvVaw3qk8BqUzQ8ohLG9X0g_qa4\">forced to get approval for his lyrics<\/a>\u00a0and music videos by the police and, at one point, had to meet with police officers several times a day.<\/p>\n<p>The police have also actively attempted to\u00a0<a href=\"https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-o\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-o\/&amp;source=gmail&amp;ust=1669724346629000&amp;usg=AOvVaw0FhAXQN2TWl2C7Mr-Z6RbS\">restrict music online<\/a>. They\u2019ve asked YouTube to remove over 500 music videos, and the platform has been happy to oblige, with 96.7 percent of requests granted. In 2019, researchers at the University College London were working on a tool to automatically monitor and flag any drill music videos\u00a0<a href=\"https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-b\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-b\/&amp;source=gmail&amp;ust=1669724346629000&amp;usg=AOvVaw2A33XePuXozf89fXG_XrJt\">considered to be potentially dangerous<\/a>.<\/p>\n<p>This week, Meta\u2019s independent Oversight Board said that it had\u00a0<a href=\"https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-n\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-n\/&amp;source=gmail&amp;ust=1669724346629000&amp;usg=AOvVaw2yS54xp-X80jpHZzufUK12\">overturned the company\u2019s decision<\/a>\u00a0to remove a drill music video of British artist Chinx (OS) from Instagram. Meta had originally removed the track after a request from the Met.<\/p>\n<p>The case \u201craises concerns about Meta\u2019s relationship with law enforcement, which has the potential to amplify bias,\u201d the Oversight Board said.<\/p>\n<p>&nbsp;<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table>\n<tbody>\n<tr>\n<td>\n<h3>Social media monitoring<\/h3>\n<p>&nbsp;<\/p>\n<p>The police are not only interested in music videos uploaded to YouTube. They are also\u00a0<a href=\"https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-p\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-p\/&amp;source=gmail&amp;ust=1669724346629000&amp;usg=AOvVaw2n6FvJD7ufLRPulVQKLqzL\">scouring social media profiles as part of Project Alpha<\/a>, a programme launched in 2019 with the aim of uncovering evidence of serious crime and gang violence.<\/p>\n<p>Last year, I requested an internal document relating to the project under the Freedom of Information Act in the hope of learning more about the project. But the police force refused, saying that \u201conce redacted it was decided that the document would be deemed meaningless.\u201d<\/p>\n<p>Their response did, however, show that the team had made over 1,000 referrals to social media companies to remove content, and that the vast majority were approved, though they also refused to say what tools were being used to monitor social media feeds. This year, The Guardian reported that an internal document showed the project constitutes \u201c<a href=\"https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-x\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-x\/&amp;source=gmail&amp;ust=1669724346629000&amp;usg=AOvVaw2yldkhPrEVyZpJkU0YOvBQ\">profiling on a large scale<\/a>,\u201d with a particular focus on men aged between 15 and 21.<\/p>\n<p>It is highly unlikely that Project Alpha would not have similar racial disparities to the gangs database. In fact, the two projects appear to operate in tandem. REUTERS\/Henry Nicholls<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table>\n<tbody>\n<tr>\n<td>\n<h3>Technology enables discriminatory policing<\/h3>\n<p>&nbsp;<\/p>\n<p>There is now endless data that shows how the police in London disproportionately target young Black men: from\u00a0<a href=\"https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-m\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-m\/&amp;source=gmail&amp;ust=1669724346629000&amp;usg=AOvVaw2znRuRXAeSbriOhb28c5X5\">stop-and-search measures<\/a>\u00a0to the use of\u00a0<a href=\"https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-c\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thomsonreutersfoundation.cmail19.com\/t\/d-l-zjljikd-jhkldtildl-c\/&amp;source=gmail&amp;ust=1669724346629000&amp;usg=AOvVaw2fXZbzVwF-wRC6AwKa4vnf\">GPS tags<\/a>\u00a0to monitor knife crime suspects.<\/p>\n<p>While the Met\u2019s gangs database may be moving in the right direction, it shouldn\u2019t have taken a legal challenge from a civil society organisation for the police to mitigate the obvious harm it poses. In fact, its continued existence shows how technology is continually adopted without due concern for how it may affect specific demographics.
