Having announced a set of steadying measures in the <a href=\"https:\/\/www.instituteforgovernment.org.uk\/comment\/autumn-statement-2022\">autumn statement<\/a> after the <a href=\"https:\/\/theconversation.com\/liz-truss-resigns-as-prime-minister-the-five-causes-of-her-downfall-explained-192979\">Truss\/Kwarteng debacle<\/a>, this budget is likely to be the last but one before a 2024 general election. This makes it a little early for eye-catching tax cuts or business boosts. <\/p>\n<p><!--more--><\/p>\n<p>Instead, Hunt will probably give a strong indication of how the government intends to tackle the cost of living crisis and deliver on the <a href=\"https:\/\/www.gov.uk\/government\/news\/prime-minister-outlines-his-five-key-priorities-for-2023\">five pledges<\/a> made recently by the prime minister, Rishi Sunak \u2013 namely to halve inflation in 2023, grow the economy, reduce national debt, cut NHS waiting lists and pass new laws to prevent small boats of immigrants. So what\u2019s on the cards?<\/p>\n<h2>Falling living standards<\/h2>\n<p>To help struggling households, Hunt <a href=\"https:\/\/www.theguardian.com\/money\/2023\/mar\/03\/uk-suppliers-expect-government-u-turn-on-planned-cut-to-energy-bill-support\">is likely to extend<\/a> the energy price guarantee capping the average household bill at \u00a32,500 for at least another three months \u2013 by which time many believe the <a href=\"https:\/\/moneyweek.com\/personal-finance\/605440\/will-energy-prices-go-down\">price of power<\/a> will be falling anyway. <\/p>\n<p>This <a href=\"https:\/\/www.bbc.co.uk\/news\/business-64930953\">will probably be accompanied<\/a> by an edict preventing firms from charging slightly higher tariffs to the 4 million people on prepayment meters, reducing these households\u2019 bills by an average of \u00a345 a year. The government is also likely to help motorists by freezing fuel duty for a 12th consecutive year and extending the <a href=\"https:\/\/www.nationalworld.com\/lifestyle\/cars\/spring-budget-2023-chancellor-urged-extend-fuel-duty-cut-drivers-pump-price-4048366\">temporary 5p reduction<\/a> on petrol duty introduced a year ago. <\/p>\n<p>But these measures will hardly tackle the cost of living crisis alone. A <a href=\"https:\/\/www.resolutionfoundation.org\/publications\/the-living-standards-outlook-2023\/\">forecast by the Resolution Foundation<\/a> suggests that the average standard of living will drop by 4% in 2023-24 after a 3% fall in 2022-23 (the exact measure is income after housing costs for working households).<\/p>\n<p><a href=\"https:\/\/www.ftadviser.com\/buy-to-let\/2023\/01\/04\/rents-to-rise-by-almost-13-this-year\/\">Rents are<\/a> rising fast and higher interest rates are driving up many homeowners\u2019 mortgage payments. <a href=\"https:\/\/www.theguardian.com\/politics\/2022\/oct\/18\/one-in-7-britons-skipping-meals-in-cost-of-living-crisis-says-tuc\">One in seven<\/a> people say they are skimping on food. Meanwhile, <a href=\"https:\/\/www.ons.gov.uk\/employmentandlabourmarket\/peopleinwork\/employmentandemployeetypes\/bulletins\/averageweeklyearningsingreatbritain\/february2023\">wages are still<\/a> rising too slowly, despite record <a href=\"https:\/\/www.ons.gov.uk\/employmentandlabourmarket\/peopleinwork\/employmentandemployeetypes\/bulletins\/uklabourmarket\/february2023#:%7E:text=The%20most%20timely%20estimate%20of,the%20quarter%2C%20to%203.7%25.\">low unemployment<\/a>. Against an annual inflation rate of around 9%, private sector wages rose by around 7% in the three months to December 2022, while the public sector rise was less than 4%. <\/p>\n<p>After months of holding firm on public sector wages, the government may now agree a one-off lump sum pay increase for 2022-23 and possibly an increase in the wage offer for the coming year <a href=\"https:\/\/www.ft.com\/content\/b779fdd6-89b5-4005-a482-7cbb11db5af1\">from 3.5% to 5%<\/a>. Yet it is by no means clear that the Treasury will provide additional funding, meaning these increases would require \u201cefficiency savings\u201d in already squeezed budgets. Assuming this included the NHS, it would threaten Sunak\u2019s goal of reducing waiting lists and caring for people more quickly. So this is one to watch closely.  <\/p>\n<h2>Going for growth?<\/h2>\n<p>The prime minister\u2019s key objective is growing the economy and \u201ccreating better-paid jobs and opportunity right across the country\u201d. This is going to be a real challenge when <a href=\"https:\/\/www.ft.com\/content\/a6ef7707-1c18-4789-bb66-aed8703d4beb\">forecasters expect<\/a> a modest fall in GDP in 2023, albeit less than previously projected. <\/p>\n<p>Getting more people into the workforce would boost the economy. For example, <a href=\"https:\/\/www.ons.gov.uk\/employmentandlabourmarket\/peoplenotinwork\/economicinactivity\/articles\/halfamillionmorepeopleareoutofthelabourforcebecauseoflongtermsickness\/2022-11-10\">nearly half a million<\/a> workers have left the labour market since the pandemic, primarily through illness. <\/p>\n<p>To get more people on benefits back to work, the government is likely to use carrots and sticks. This could mean more training support for older workers, plus making it <a href=\"https:\/\/www.rightsnet.org.uk\/welfare-rights\/news\/item\/government-expected-to-confirm-intention-to-abolish-the-work-capability-assessment\">easier for claimants<\/a> to keep receiving benefits if they get a job, while equally getting tougher on those refusing offers of work. The government will probably also try to encourage pension saving by increasing the relevant tax-free allowances, while discouraging early retirement by revising the rule that allows people to draw down their pension pot at age 55.<\/p>\n<p>Another option for boosting the economy is subsidising childcare, already the <a href=\"http:\/\/eu-policies.com\/competences\/economy\/countries-highest-childcare-costs-europe\/\">most expensive in Europe<\/a>, to get more women into the workforce. An overall increase in childcare support has been ruled out as too expensive, though Hunt is <a href=\"https:\/\/www.bbc.co.uk\/news\/business-64927833\">expected to offer<\/a> some extra help for parents on universal credit. <\/p>\n<p>Allowing more workers into the country is a third possibility, particularly in critical sectors with labour shortages such as <a href=\"https:\/\/commonslibrary.parliament.uk\/research-briefings\/cdp-2023-0001\/#:%7E:text=The%20industries%20with%20the%20highest,%25)%20and%20Construction%20(20.7%25).\">construction, hospitality<\/a> and <a href=\"https:\/\/www.ft.com\/content\/964bd36f-1069-4c34-8059-e6973414ad9a\">nursing<\/a>. Notice that while the government promises to crack down on illegal migration, it is <a href=\"https:\/\/www.ft.com\/content\/964bd36f-1069-4c34-8059-e6973414ad9a\">preparing to<\/a> allow more construction workers from abroad, while also running a <a href=\"https:\/\/www.theguardian.com\/society\/2022\/sep\/04\/plan-make-it-easier-foreign-medics-work-nhs\">recruiting drive<\/a> for foreign nurses. UK productivity has fallen behind <a href=\"https:\/\/theconversation.com\/inflation-theres-a-vital-way-to-reduce-it-that-everyone-overlooks-raise-productivity-183938\">many competitors<\/a>, and solving this problem is the key to stronger and sustained economic growth, leading to workers receiving higher pay. <\/p>\n<p>This involves getting businesses to invest more in the latest technologies. <a href=\"https:\/\/www.ippr.org\/news-and-media\/press-releases\/uk-business-investment-fell-to-lowest-rate-in-the-g7-after-corporation-tax-cut-to-19-per-cent-ippr-finds\">Investment has been falling<\/a> for some time, lagging other G7 nations. Hence many want to scrap the planned rise in corporation tax \u2013 yet this is unlikely because the increased revenues are crucial to the government\u2019s fiscal strategy. With Labour and business both calling for more investment support, the government is more likely to tweak the rules to allow more investment to be deducted against tax.<\/p>\n<p>The government must also play its part in boosting infrastructure. The recently announced <a href=\"https:\/\/www.bbc.co.uk\/news\/business-64912154\">further delay<\/a> to its largest infrastructure project, HS2, has not done much to boost business confidence that the government can deliver its side of the bargain. <\/p>\n<h2>Hopes for the future?<\/h2>\n<p>The government will doubtless point to some glimmers of hope. Inflation <a href=\"https:\/\/www.cityam.com\/uk-inflation-will-drop-back-to-bank-of-englands-two-per-cent-target-by-end-of-this-year-economists-predict\/\">is projected<\/a> to fall sharply in the summer as the huge increases in power prices in 2022 drop out of the calculation \u2013 even though they will still be three times higher than before the crisis. This would meet another of Sunak\u2019s five objectives, though recent <a href=\"https:\/\/theconversation.com\/are-interest-rates-really-going-to-keep-rising-sharply-201577\">disappointing inflation numbers<\/a> elsewhere are a bit of a caveat. <\/p>\n<p>Government borrowing in 2022-23 is likely to be <a href=\"https:\/\/www.ft.com\/content\/22e1f703-802b-44f9-a1ce-cc3ca3a51de9\">\u00a330 billion lower<\/a> than previously forecast, boosted by higher tax receipts and lower government spending on energy support and other areas. If tax receipts continue to grow, it could give the government further headroom to help business and cut taxes in the autumn budget. <\/p>\n<p>On the other hand, it\u2019s going to be a close call whether the government can meet the final Sunak target of reducing the national debt in the coming years. By 2027-28 the <a href=\"https:\/\/obr.uk\/docs\/dlm_uploads\/CCS0822661240-002_SECURE_OBR_EFO_November_2022_WEB_ACCESSIBLE.pdf\">government is expected<\/a> to be in surplus by just \u00a315 billion out of total spending of over \u00a31 trillion.<\/p>\n<p>The prime minister came into office with a reputation for economic competence and gained credibility by swiftly reversing the economic policies of the Truss government.
