But this was not a preview of the full assessment. Rather, Meta told Human Rights Watch that it does not \u201chave plans to publish anything further on the India HRIA,\u201d an abdication of its commitment to transparency and due diligence.<br \/>\n<!--more--><\/p>\n<p>The India assessment, which the company commissioned in 2019, was meant to independently evaluate Meta\u2019s role in spreading hate speech and incitement to violence on its services in India, following criticism of the company by civil society groups. What was published last week gets us no closer to understanding Meta\u2019s responsibility, and therefore its commitment to addressing the spread of harmful content in India. Instead, it deflected blame, focusing on the role of third parties and end users.<\/p>\n<p>This demonstrates a continued disregard for the serious human rights concerns that\u00a0<a href=\"https:\/\/www.reuters.com\/world\/india\/facebook-critics-call-release-india-human-rights-review-2022-01-19\/\">civil society groups<\/a>\u00a0have been raising for years, and that prompted the assessment in the first place. Last week\u2019s report does not include recommendations made to Meta, or a meaningful analysis of Meta\u2019s content moderation practices and amplification systems. Nor does it include any commitments to change its policies or practices in response. It indicated that the assessment \u201cnoted the potential for Meta\u2019s platforms to be connected to salient human rights risks caused by third parties\u201d and stated Meta \u201cfaced criticism and potential reputational risks related to risks of hateful or discriminatory speech by end users.\u201d<\/p>\n<p>While some users of Facebook in India and elsewhere undoubtedly use the platform to spread\u00a0<a href=\"https:\/\/nam02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fnews.trust.org%2Fitem%2F20211207100225-jtrn1%2F&amp;data=05%7C01%7CSamuel.Baugh%40thomsonreuters.com%7C5a3a3576b61a49e970e508da6a28754c%7C62ccb8646a1a4b5d8e1c397dec1a8258%7C0%7C0%7C637939019244198890%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=ZK1HK7OFDT7R7YwIimUv80KlxqfInaDihsY3F5MyckQ%3D&amp;reserved=0\">harmful content<\/a>, it is still Meta\u2019s platform. It is crucial for the company to candidly examine and disclose how its own\u00a0<a href=\"https:\/\/www.reuters.com\/technology\/facebook-knew-about-failed-police-abusive-content-globally-documents-2021-10-25\/\">actions and inactions<\/a>\u00a0contribute to human rights abuses, including the role of its algorithms in amplifying incitement to violence and hate speech, and its lack of adequate investment in content moderation in India. It is documented that Meta is aware that its\u00a0<a href=\"https:\/\/nam02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Finternetfreedom.in%2Fyour-mom-was-right-facebook-is-bad-for-you%2F&amp;data=05%7C01%7CSamuel.Baugh%40thomsonreuters.com%7C5a3a3576b61a49e970e508da6a28754c%7C62ccb8646a1a4b5d8e1c397dec1a8258%7C0%7C0%7C637939019244198890%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=YB%2FJpXSfZRJv3oNZuc%2B8MZvL3uqJ4ykH39Tl%2B4eOj3o%3D&amp;reserved=0\">core mechanisms<\/a>\u00a0such as virality, recommendations, and optimising for engagement, are significant reasons why hate speech, misinformation and divisive political speech flourish on the platform.<\/p>\n<p>Disclosures by two whistleblowers,\u00a0<a href=\"https:\/\/www.reuters.com\/technology\/facebook-sees-safety-cost-whistleblower-says-2021-10-25\/\">Frances Haugen<\/a>\u00a0and Sophie Zhang, including internal Facebook documents,\u00a0indicate that the company was aware of fake accounts used to mislead social discourse, and hate speech and content inciting violence against minorities on its services in India, but failed to take adequate action. Facebook also failed to apply its own hate-speech rules to individuals and groups belonging to or affiliated with the ruling Bharatiya Janata Party even when they were\u00a0<a href=\"https:\/\/www.reuters.com\/article\/us-facebook-india-exclusive-idUSKCN25F1VW\">flagged internally<\/a>.<\/p>\n<p>Meta said that the India assessment did not gauge or reach conclusions about whether bias in content moderation existed, a key allegation repeatedly made by civil society groups and\u00a0<a href=\"https:\/\/www.reuters.com\/article\/facebook-india-idUSKBN25T1DY\">widely reported<\/a>. Meta has not explained why such a critical issue was not examined.<\/p>\n<p>Following reports that Meta may have narrowed the scope of, or watered down the findings of the assessment, more than 20 rights groups, including Human Rights Watch,\u00a0<a href=\"https:\/\/nam02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.hrw.org%2Fsites%2Fdefault%2Ffiles%2Fmedia_2022%2F01%2FHRIA%2520Letter.pdf&amp;data=05%7C01%7CSamuel.Baugh%40thomsonreuters.com%7C5a3a3576b61a49e970e508da6a28754c%7C62ccb8646a1a4b5d8e1c397dec1a8258%7C0%7C0%7C637939019244198890%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=binDWbCmIZoi2xlF4EmopPUc99F6IVuGECESK1EMaAI%3D&amp;reserved=0\">wrote to<\/a>\u00a0Meta\u2019s head of human rights urging the release of the complete India assessment without delay.<\/p>\n<p>Meta\u2019s refusal to release an unredacted and complete version of the India assessment is not in line with the United Nations Guiding Principles on Business and Human Rights, which make clear that providing the public a sufficient level of information to assess whether a company is addressing its human rights impacts is a key responsibility.
